Refusing to admit someone because they cannot wear a face-covering due to a disability is discriminatory.
The club can have additional terms of entry, but those terms cannot be discriminatory.
There is no law that face-coverings have to be worn in outdoor sports stadiums. Supporters can remove them when they are in their ‘viewing area’ tomorrow.
As for downloading one from the .gov website, this isn’t what the club have demanded. And it’s still a barrier for those without internet access and printing equipment.

Does anyone know if you have to get into ground at allocated times on ticket? Website says you do but mine is 6:15 which is v early for 745 kick off with no cover at railway end. Thanks

The club hasn't said people would be refused entry though. I'd suspect most legitimate people would have one already downloaded for when out and about on public transport, in shops etc, a year or more into the pandemic.
The club can't stop people but it can kindly request they bring one to make everything smoother and easier for the benefit of everyone.
