Yes they can.
Close the road off at both ends when the game finishes for up to 30 minutes to allow traffic and supporters to get away from the ground.
I remember being at Osaka, the game where Dean Widders went 70 yards after intercepting, where they did this and it went like clockwork.

it was a bugger in the old days you had to watch where you put your feet horse muck all over the road not many cars in those days now that is old

Exactly, the access is not the issue it's the fact the ground is falling to bits and the RFL will use that fact to kick Cas out of Superleague at some point.

the access is one of many issues & i am more than aware of just how bad a state the ground is in, it is as you say falling to bits.

Ive always said that WR should be closed for 20/30 minutes after the final whistle. The road is usually blocked by fans walking on the road anyway and I'm really surprised there hasn't been more incidents. We always park up town and this would probably make others do the same. To me it's part of the game day and can be very enjoyable especially if Cas have won the game. Heart on sleeve, I really do hope we can stay downt lane. COYF

The problem with any fund raising exercise is who controls the money. I'm sure there'd be plenty of Cas fans eager to donate but only if they were confident in how it was spent.
And, unless we find a new backer with deep pockets, we're unlikely to raise sufficient to undertake a full re-build.
However, with a recognised volunteer group in place, opening up the Railway End, extending the pitch and re-building a recycled stand from elsewhere may not be beyond the scope of a club with ambition...

i think the only way the jungle will be developed is once all these false dawns have been put to bed for ever & there is no more pipe dreams, only then will plan "B" come into play, thats if there is a plan "B" ?

Extending the pitch further back into the Railway End would need various types of legal approval and compliance - as would rebuilding the main stand. It all costs money - and that's before any work starts.
It would have to be led by the club - your point about transparency of what any funds raised would be used for is a very good one - as is the nod to the level of ambition.
If IF & the board are harboring hopes of selling the land for development in the future, investing money now to improve the match day offer may not be that attractive as it won't increase what the land is worth.
It's a real conundrum.

Well some interesting thoughts about the subject. But now back to my original post. Is the railway line still operational and if so where does it go. I remember the train coming through Fryston pit yard on its way to York but was it that line.
