From the pictures in the link the railway end is definitely getting covered. Pitchside view 1 and pitchside view 2 both show the intended new main stand and the railway end (the one with corporate boxes and a roof).

Like most new stadiums there’s no paying turnstiles, entry is by ticket only. So your best bet is to get to the ground early and head to the ticket office to get a ticket.
