A person or company is owed some cash that the club haven't paid (or unable to do) so they've applied for a winding up petition. Most of the time the debt is settled and the order removed.

Been reading an article this morning somewhere that a lot of clubs do it to avoid paying any debt until the very last minute.
Apparently a lot of rugby League clubs as well.
