We need to submit a reserved matters application. Compared to Outline PP, this will be more easier to get through. It is just the actual detailed plans of the site/stadium.
I'd suspect that this was already being worked on before the decision was made.

It is not "Open Cast Mining" as such.
They are recovering most of the coal (approx 1m thick seams ) as part of the cut and fill earthworks to form the platform to build the whole scheme on.
